Typically Chrome themes are default.dll files which are installed by overwriting an existing default.dll file as described here.
However if you're looking for a much easier way to get Chrome themes check out the Google Chrome Themes Gallery! There are two tabs, one for themes by artists and another for themes by Google. You can install them by just clicking the "apply theme" button. This is even better than Firefox theme installation!
